VietinBank’s system automatically applies its 4% fee to a Visa, Mastercard or DCI cardholder whose card was issued abroad. The schedule took effect on 16 November 2025.

What each bank charges a card issued abroad

  • BIDV charges 3% of the transaction, minimum 50,000 VND, excluding VAT, for a Visa or Mastercard issued abroad.
  • BIDV lists NAPAS, Laoviet bank/APN, UnionPay and JCB cards, and a Visa or Mastercard issued in Vietnam, as free.
  • Agribank charges 4% of the transaction, minimum 70,000 VND, for a Visa or Mastercard issued abroad by another organisation.
  • Agribank lists a Visa or Mastercard issued in Vietnam, and a JCB card, as free.
  • Techcombank charges 66,000 VND per transaction, VAT included, for an international cardholder of another bank.
  • Techcombank’s fee does not apply to a Visa or Mastercard issued by a bank in Vietnam, or to a JCB cardholder.

BIDV’s fee excludes VAT and excludes any fee the card’s own issuing bank charges separately. Agribank’s 4% fee took effect on 15 October 2025.

Per-withdrawal maximum

  • A Visa, Mastercard or JCB card can withdraw up to 5,000,000 VND per transaction at a BIDV ATM, minimum 10,000 VND.
  • A NAPAS, UnionPay, APN or LaoVietBank card can withdraw up to 3,000,000 VND per transaction at a BIDV ATM, minimum 10,000 VND.

  • A domestic card issued by another organisation is capped at 3 (million VND) per withdrawal at an Agribank ATM.

BIDV sets no daily maximum of its own for either card group — the daily maximum is set by the card’s own issuing bank. Agribank’s per-withdrawal maximums took effect on 19 March 2026.

What the card circular says about fees

Vietnam’s bank-card circular states that only the card-issuing organisation may charge its own cardholder, under a fee schedule that organisation has itself published.

Not confirmed: Vietcombank's own fee for a card issued abroad withdrawing at its ATMs is not stated in any source found; its published fee schedules cover just Vietcombank's own cards. TPBank, VPBank and Sacombank's fee and per-withdrawal maximum for a foreign-issued card are not stated in any official source found. Neither BIDV's nor Techcombank's fee schedule prints an effective-from date. What "DCI" stands for in VietinBank's fee wording is not defined in VietinBank's own materials. A separate circular amending Circular 18/2024 was later issued; whether it changes this fee rule is not confirmed here. How that circular's fee article fits with a Vietnamese bank's own published ATM fee for a card issued abroad is not explained in any source found.
