If an old address names a district (quận), that district no longer has a local government. District councils, committees and offices ended their operation from 1 July 2025.

Vietnam now has two levels of administrative unit: the province or city, and below it the commune, ward or special zone. A ward (phường) is an urban unit, a commune (xã) is a rural one, and a special zone (đặc khu) sits on certain important islands.
How to read a Da Nang address now
- Drop the district. District-level government ended on 1 July 2025.
- Find the ward or commune. Wards, communes and special zones are the commune level, directly under the provincial level.
- Match an old ward to its new ward in the list further down. For example, five old wards were merged into Hai Chau Ward.
- Read an address in the old Quang Nam province as Da Nang. The two were merged into one city named Da Nang.
- Check the postal code of the locality at mabuuchinh.vn.
The merger and the commune-level units
Resolution 202/2025/QH15 merged the whole area and population of Da Nang city and Quang Nam province into a new city named Da Nang.

The local governments of the merged provinces and cities were to officially operate from 1 July 2025. Resolution 1659/NQ-UBTVQH15 rearranged Da Nang’s commune-level units and was passed on 16 June 2025. It says the new commune-level governments officially operate from 1 July 2025.
After the arrangement Da Nang city has 94 commune-level units: 23 wards, 70 communes and 1 special zone. Two communes, Tam Hai and Tan Hiep, were not rearranged.
Old district to new ward: the central wards
Find your old ward in the bold ward names below. Each new ward and its old wards come from Resolution 1659/NQ-UBTVQH15. The old district of each old ward comes from the city’s plan of 26 April 2025.
- Hai Chau Ward (Phường Hải Châu) merges the wards Thanh Binh, Thuan Phuoc, Thach Thang, Phuoc Ninh and Hai Chau, all in Hai Chau district in the city’s plan.
- Hoa Cuong Ward merges Binh Thuan, Hoa Thuan Tay, Hoa Cuong Bac and Hoa Cuong Nam, in Hai Chau district in the city’s plan.
- Thanh Khe Ward merges Xuan Ha, Chinh Gian, Thac Gian, Thanh Khe Tay and Thanh Khe Dong, in Thanh Khe district in the city’s plan.
- An Khe Ward merges An Khe, Hoa An and Hoa Phat. The city’s plan puts An Khe in Thanh Khe district and the other two in Cam Le district.
- An Hai Ward merges Phuoc My, An Hai Bac and An Hai Nam, in Son Tra district in the city’s plan.
- Son Tra Ward merges Tho Quang, Nai Hien Dong and Man Thai, in Son Tra district in the city’s plan.
- Ngu Hanh Son Ward merges My An, Khue My, Hoa Hai and Hoa Quy, in Ngu Hanh Son district in the city’s plan.
- Hoa Khanh Ward merges the wards Hoa Khanh Nam and Hoa Minh with the commune Hoa Son. The city’s plan puts the two wards in Lien Chieu district and Hoa Son in Hoa Vang district.
- Hai Van Ward merges the wards Hoa Hiep Bac and Hoa Hiep Nam, the commune Hoa Bac and part of the commune Hoa Lien. The city’s plan puts the two wards in Lien Chieu district and Hoa Bac in Hoa Vang district.
- Lien Chieu Ward merges the ward Hoa Khanh Bac and the rest of the commune Hoa Lien, after the part that went to Hai Van Ward. The city’s plan puts Hoa Khanh Bac in Lien Chieu district and Hoa Lien in Hoa Vang district.
- Cam Le Ward merges Hoa Tho Tay, Hoa Tho Dong and Khue Trung, in Cam Le district in the city’s plan.
- Hoa Xuan Ward merges the ward Hoa Xuan with the communes Hoa Chau and Hoa Phuoc. The city’s plan puts Hoa Xuan in Cam Le district and the two communes in Hoa Vang district.
Do documents with an old address stay valid?
Papers that a competent agency or office-holder issued before the state apparatus was reorganised, and that have not expired, continue to be used under the law. They stay in use until they expire or the successor agency or competent authority changes or withdraws them.
Resolution 190/2025/QH15 also limits what an office may demand.

A Vietnamese citizen who wants to exchange an identity card because of a boundary change should contact the commune-level police where they live. The provincial identity-card management office where they live is the other option.
For temporary residence, a foreigner declares it through the person who directly runs the accommodation, to the commune, ward or special-zone police where the accommodation is located. The full steps are in Temporary Residence Registration in Vietnam.
Postal codes
On 24 August 2025 the Ministry of Science and Technology issued Decision 2334/QĐ-BKHCN, amending the national postal codes for wards, communes and equivalent units. People can look up the postal code of each locality at mabuuchinh.vn.
The annex to that decision lists these codes for the central wards.

A planned change: 10 communes to wards
A city news item of 3 October 2026 describes a draft plan to select 10 communes to become wards. The draft reported on 3 October 2026 names Hoa Vang, Hoa Tien, Ba Na, Dien Ban Tay and Nui Thanh. The same draft also names Tam Anh, Dai Loc, Nam Phuoc, Chien Dan and Thang Binh.
On 29 June 2026 the city’s People’s Council endorsed the policy of establishing 10 wards.
