The city’s People’s Committee set that price in Decision 2967/QĐ-UBND, issued 31 December 2024 and applied from 1 January 2025. The household water price today
Decision 2967/QĐ-UBND, issued 31 December 2024, sets Da Nang’s retail price for household clean water. The tiers depend on whether the household is in the city’s urban districts or a rural area.

These prices already include VAT. They exclude the rural environmental-protection fee and the urban drainage/wastewater-treatment service charge, which are billed as separate line items.
The tiered rural scale applies to every rural commune except Hòa Phú and Hòa Bắc. This 2025 change raised prices about 13% for rural and urban households alike.
The city’s retail price must sit within the price bracket the Ministry of Finance sets for clean water. A new Ministry of Finance circular on water pricing took effect 15 February 2026, replacing the circular that had governed this since 2021. Its own transitional rule keeps a price a provincial People’s Committee already decided in force until that committee issues a new one.
How the tenant quota rule works
Here’s Circular 145/2025/TT-BTC’s exact wording for a landlord who buys water to supply tenants.

Where the landlord is the one who buys clean water from the water supplier to provide it to student or worker tenants renting a place to live, every 4 people — based on a residency-information confirmation and the lease contract — count as one household unit for water use; a remainder of fewer than 4 people still counts as one unit, the basis for applying the tiered household price to these tenant customers.

The fine for selling above a state-set price
The general price-violation decree sets this fine, word for word. No source found says whether a landlord reselling water to tenants falls under it.
Phạt tiền từ 10.000.000 đồng đến 20.000.000 đồng đối với một trong các hành vi sau: a) Hành vi bán không đúng mức giá hàng hóa, dịch vụ do Nhà nước định giá cụ thể; b) Hành vi bán cao hơn mức tối đa của khung giá do Nhà nước ban hành;
Biện pháp khắc phục hậu quả: Buộc trả lại cho khách hàng toàn bộ tiền chênh lệch do bán cao hơn mức giá quy định do hành vi vi phạm gây ra tại điểm a, điểm b và điểm d khoản 1 Điều này.
Selling not according to the specific price the State has set for goods and services, or selling above the maximum of a price bracket the State has issued, is fined 10,000,000–20,000,000 VND. As a remedial measure attached to that fine, the violator must refund the customer the full amount of the price difference caused by the violation.

That fine level applies to an individual. The decree’s maximum fine is 150,000,000 VND for an individual and 300,000,000 VND for an organization, whose fine and fining authority are twice the individual’s.
This decree took effect 12 July 2024, replacing the price-related administrative-violation rules in an earlier 2013 decree and its 2016 amendment.
This decree covers Vietnamese and foreign individuals and organizations that commit the violations it sets out. A household is fined at the individual rate.

After the Đà Nẵng–Quảng Nam merger
As of a December 2025 report, the former Quảng Nam area — billed by Qnawaco — still had a separate, higher household water tariff after the 2025 merger. Qnawaco’s four tiers were 8,954 VND/m3 for the first 10 m3, 11,177 VND/m3 for 10–20 m3, 13,400 VND/m3 for over 20–30 m3, and 15,624 VND/m3 above 30 m3.
That report said the highest Quảng Nam tier was almost double the highest urban tier Dawaco charged in the former Da Nang area at the time.
For 2026-2027, the city’s Department of Construction plans to review and issue an adjustment to this retail water price. This guide sets out the price and the rule. It is not advice on a dispute with a specific landlord.
Not confirmed: Whether the former Quảng Nam area (Qnawaco) has unified its water price with Da Nang's since the 2025 merger is unclear. A December 2025 report still showed Qnawaco's tiers running up to 15,624 VND/m3, far above Dawaco's own tiers, with no unification confirmed. Separate press and blog figures for Dawaco's own current tiers do not match Decision 2967/QĐ-UBND's published figures and could not be tied to a specific legal document. This guide uses Dawaco's own published tiers. The exact rate of the urban drainage/wastewater charge and the rural environmental-protection fee that Dawaco's price excludes is not stated in the sources used here. Whether Circular 145/2025/TT-BTC's 4-person household-unit rule for student and worker tenants extends to a foreign tenant is not stated either way in the circular. For 2026-2027, the city's Department of Construction plans to review and adjust this water price, and no new decision had been issued as of this review. No water-specific decree naming a landlord, the way one exists for electricity, was found for this fine in this research.
